— As long as no independent Jewish state yet exists that is admitted into the union of civilized nations and recognized by the European powers, the Jews living in exile must, since they are left no other choice, in any case claim naturalization and equal rights—the so-called “Emancipation”—in those places where they have been settled for centuries, even if they by no means relinquish the hope of the eventual restoration of the Jewish state.
— To the nations that are no longer under the guardianship of their medieval-Christian warlords, it does not even occur to them to deny the Jews the rights they claim simply because they remain true to their national cult, or to withdraw the respect that their unparalleled loyalty so highly deserves.

235 naturalisirt, um sich den verschiedensten Berufsarbeiten der Gesellschaft zu widmen. — So lange noch kein selbstständiges jüdisches Reich existirt, welches in den Verband der civilisirten Staaten aufgenommen, und von den europäischen Mächten anerkannt ist, müssen ohnehin, weil ihnen keine Wahl übng bleibt, die im Exil lebenden Juden die Naturalisation und Gleichberechtigung, die sogenannte „Emanzipation“, da in Anspruch nehmen, wo sie seit Jahrhunderten ansässig sind, wenn sie auch die Hoffnung auf die einstige Wiederherstellung des jüdischen Staates keineswegs aufgeben. — Den Nationen, die nicht mehr unter der Vormundschaft ihrer mittelalterlich - chnstlichen Knegsherren stehen, kommt es auch gar nicht in den Sinn, den Juden deshalb, weil sie ihrem Nationalcultus treu bleiben, die Rechte zu verweigem, welche sie beanspruchen, und die Achtung zu entziehen, die ihre beispiellose Treue in so hohem Grade verdient. 16*
