425 framework and, on the other hand, by modern national aspirations and a political movement, Zionism, which represents the synthesis of the latter and of the efforts to remedy the consequences of anti-Semitism and economic misery. These phenomena could be grouped together under various points of view, depending on whether they increase the cohesion within the Jewish race or have a dissociating effect, or whether they increase or diminish the cultural and economic strength of the entire people or only of individuals. The treatment of this topic reveals to us some of the external formative forces in practice, which act on the racial body in a formative or destructive way. Through our investigations, the higher cultural value of the Jewish race has indeed been established: but now we must state that this cultural value is only a potential one, which in fact was never fully reached and, under the given circumstances, also remains unattainable. And that not only for the reason that the best possible is generally achieved only in the rarest of cases and is dependent on chance, but because the peculiar racial fate of the Jews seems to make it impossible, if the circumstances that have existed until now persist. The explanations in this last section will represent the explanation we owe for our assertion that, under the given circumstances, the great distance between the potentially possible and the realistically attainable could only be reduced in one single way. This involves a series of phenomena that are sociologically extremely interesting and that first allow the significance of the Jewish racial question to be clearly recognized in its actual, correct sense. Of the factors mentioned, we first want to say a few words in advance about Zionism. Zionism, known since Herzl as the idea of the “Jewish State,” is anything but a political movement for the establishment of a Jewish state, unless one wishes to view the desired “public-legal” safeguards against possible brutalizations—which are certainly no stranger to Jewish history—

425 Rahmen und anderſeits modem nationale Bestrebungen und eine politische Bewegung, der Zionismus, der die Syntheſe aus dieſen letzteren und aus den Abhilfbestrebungen gegen die Folgen von Antisemitiſmus und wirthschaftlichem Elend dar- stellt. Es ließen ſich dieſe Erscheinungen unter verschiedenen Geſichtspunkten zuſammenfaſſen, je danach, ob ſie die Ko- häsion innerhalb der jüdischen Raſſe erhöhen oder diſſoziierend wirken, oder ob ſie die kulturelle und wirthschaftliche Kraft des ganzen Volkes oder nur der Einzelnen erhöhen oder vermin- dem. Die Behandlung dieſes Themas enthüllt uns einige der äußeren gestaltenden Kräfte in praxi, welche auf den Raſſen- körper formierend oder destruierend einwirken. Durch unſere Unterſuchungen wurde der höhere Kultur- werth der jüdischen Raſſe wohl festgestellt: jetzt aber müſſen wir angeben, daß dieſer Kulturwerth nur ein potentieller ist, tatſächlich aber nie ganz erreicht wurde und unter den ge- gebenen Verhältniſſen auch unerreichbar bleibt. Und zwar nicht nur aus dem Grunde, weil das Bestmöglichste überhaupt nur in den ſeltensten Fällen erreicht wird und vom Zufalle ab- hängig ist, ſondem weil das eigentümliche Raſſenschickſal der Juden daſſelbe bei Konstanz der bis jetzt bestehenden Verhält- niſſe unmöglich zu machen scheint. Die Darlegungen dieſes letzten Abschnittes werden die Erklärung darstellen, die wir für unſeren Satz schulden, daß unter den gegebenen Verhältniſſen die große Distanz zwischen dem potentiell Möglichen und dem reell Erreichbaren nur auf einem einzigen Wege verkleinert werden könnte. Es handelt ſich da um eine Reihe von Erscheinungen, die ſoziologisch äußerst intereſſant ſind und die erst die Bedeutung der jüdischen Raſſenfrage in ihrem eigentlichen, nchtigen Sinne klar erkennen laſſen. Wir wollen von den angeführten Faktoren zunächst einige Worte über den Zionismus vorwegnehmen. Der Zionismus, bekannt ſeit Herzl als Idee des „Juden- staates“, ist alles eher als eine politische Bewegung zur Er- nchtung eines Judenstaates, wenn man nicht die zum Schutze gegen etwaige Brutaliſierungen, die der jüdischen Geschichte ja nichts Fremdes – ſind, gewünschten „öffentlich-rechtlichen“
