353 the nature of things that they are primarily attracted by the "cities" that were forming more and more at that time as places of consumption, where, according to the then-general custom of living together in closed communities by nationality and profession, they create their own Jewish quarters. Thus, we find documented evidence of them in Cologne as early as the fourth century, in Regensburg not much later, in Magdeburg and Merseburg already in the tenth century. And everywhere that this urbanization progresses, where a former Roman fort develops into an urban community, the "Jews," by bringing trade within its walls, play a decisive role. This is expressed in a truly classic way in the words with which Bishop Rüdiger of Speyer began his Jewish privilege in the year 1084: "Cum ex Spirensi villa urbem facerem," i.e.: "As I wished to make a city out of the village of Speyer — I have admitted the Jews." This shows quite clearly that the latter were virtually part of the concept of the city as opposed to the village and the market town. A very objective researcher (Neumann, History of Usury) says: "In the emergence of the cities of southern and western Germany, and partly also of central Germany, the Jews represent an indispensable cornerstone of their founding; if they are absent at the beginning, they appear as soon as the development of demand, as well as the necessity of sales, requires trade. Quite generally, in the 'city,' the Jewish community is an essential part of the population." And this judgment of Neumann's, more or less pretty much the judgment of all other researchers in the field of urban history, is certainly correct for Germany. One task that the Jews solved was the creation of all European trade in the first half of the Middle Ages. And at that time, they found no resistance from any side; on the contrary, the economic, the cultural necessity of this activity was universally, if unconsciously, recognized. Instinctively, the blond barbarians sensed something higher from the trading activity of the Jews. And this feeling is a correct one. 353 der Natur der Sache, daß sie vor allem von den sich zu jener Zeit mehr und mehr bildenden „Städten“ als den Konsumplätzen angezogen werden, dort nach dem damals allgemeinen Brauche des geschlossenen Zusammenwohnens nach Nationalität und Be- rufen eigene Judenviertel schaffen. So treffen wir urkundlich deren in Köln schon im vierten Jahrhundert, in Regensburg nicht viel später, in Magdeburg und Merseburg schon im zehnten Jahrhundert. Und allüberall, wo diese Städtebildung fort- schreitet, aus dem vormaligen Kastell der Römer ein städtisches Gemeinwesen sich entwickelt, tun die „Juden“, indem sie den Handel in seine Mauem bnngen, entscheidend mit. Das drückt sich in geradezu klassischer Weise in den Worten aus, mit denen der Bischof Rüdiger von Speyer im Jahre 1084 sein Judenpnvilegium beginnt: „Cum ex Spirensi villa urbem facerem“, d. h.: „Da ich aus dem Flecken Speyer eine Stadt machen wollte — habe ich die Juden aufgenommen.“ Das zeigt doch ganz deutlich, daß diese letzteren geradezu mit zu dem Begnffe der Stadt gegenüber dem Dorfe und dem Marktflecken gehören. Ein sehr objektiver Forscher (Neumann, Geschichte des Wuchers) sagt: „Bei dem Entstehen der Städte des deut- schen Südens und Westens, zum Teil auch Mitteldeutschlands, repräsentieren die Juden einen unentbehrlichen Eckstein ihrer Gründung; fehlen sie bei Beginn, so stellen sie sich ein, sobald die Entwicklung des Bedarfes, wie die Notwendigkeit des Ab- satzes den Handel verlangt. Ganz allgemein ist in der „Stadt“ die Judengemeinde ein wesentlicher Teil der Einwohnerschaft.“ Und dieses Urteil Neumanns, mehr oder weniger so ziemlich das Urteil aller anderen Forscher auf dem Gebiete der Stadt- geschichte, tnfft für Deutschland gewiß das Richtige. Eine Aufgabe, die die Juden lösten, war die Schöpfung des ganzen europäischen Handels in der ersten Hälfte des Mittel- alters. Und sie finden hierbei zu jener Zeit von keiner Seite einen Widerstand, im Gegenteil, die wirtschaftliche, die kul- turelle Notwendigkeit dieser Tätigkeit wird allseitig, wenn auch unbewußt, anerkannt.
