352 Another trade route of the Jewish merchants from the Slavic lands and back leads, as the surviving Jewish correspondences which state the same show, along the Rhine valley and over the Pyrenees. In 1213, even a papal bull speaks of the great trade of the Jews in Cologne. Across all Christian and Mohammedan empires, they maintained their commercial connections, and this is for the promotion of their trade a factor that one could also clearly see in minorities, for example, at that time also among the Huguenots, Quakers, and Herrnhuters. Only through this grandly conceived, long-distance character of their trading activity was it possible for them to hold onto the monopoly for the most important trade of that time, that in the much-coveted goods of the Orient; not only with spices, seasonings, etc., but also with all finer fabrics, better weapons, valuables: items that, given the almost complete lack of local industrial diligence, could only be obtained from afar. Through this, through this monopoly, they gain a very special reputation, a very specific appreciation. They make large-scale commerce possible in the new kingdoms in the first place, because they create its prerequisites. They further give money the character of a commodity and create the possibility of a price for its use, the interest rate; they introduce the commercial bill of exchange, i.e., the obligation alone as the basis for payment, a legal principle without which "commerce" is unthinkable. The influence and effect of this Jewish element were all the more lasting as it was not a sudden phenomenon. Only slowly and gradually, but steadily and unceasingly, have the Jews advanced to this activity in Central Europe, and indeed from two directions. On the one hand, even during the existence of the Roman Empire, they go with the Roman armies up the Rhine, the Danube, the roads of the Balkans as sutlers for the army, as traders who supply the barbarian peoples there with the products of Roman-Hellenic industry, and then settle there.
