329 But above all this, we observe with growing admiration how law and justice governed all private and public affairs in the Babylonian land. We see a strict, state legislation developing, codified in the 280 law paragraphs of the famous Stele of Hammurabi, which the French archaeologists de Morgan and the Dominican P. Scheil discovered in the ruins of Susa in the year 1901/02 — the oldest law code in the world, and, as jurists unanimously praise, a testament to a previously unimagined human culture. Most complete protection for everyone's life, property, freedom, and good name, but also the demand for the strictest fulfillment of duty from everyone, regardless of class or profession. Every subject could count on having their legal case examined and decided according to law and justice, whether by the local judges or the highest court or the king himself. *
These insights into the field of Assyrian-Babylonian culture, accumulating year by year, have a very special meaning for us living today, in that they teach us to what an unprecedented extent our West- from the end of the 6th to the middle of the 3rd millennium, the vernal sun was in Gemini, from then until about the 8th century in Taurus, then it entered Aries, whose designation as the first sign of the zodiac was adopted from the antiquity known until then. Now it has already moved beyond Aries into the realm of Pisces.
We must also place the origin of the system before 3000 B.C., and indeed in a time that was significantly earlier. We can clearly trace the progression of the vernal equinox through the re-interpretations of mythological systems that became necessary for changing the calendar.
- Even for international law, the oldest stimulus known to us came from Babylonia, as a result of its extensive and lively messenger and trade traffic on the one hand, and the high national consciousness of the state of Hammurabi on the other. When in the 15th century B.C. Babylonian merchants in Canaan were plundered and murdered by robber knights, or rather highwaymen from the city of Akka, the Babylonian king wrote his "brother," the Pharaoh Amenophis IV, a letter in which he informs him that Canaan is Egyptian territory, and therefore curtly demands immediate restitution of the money and the killing of the murderers.

329 Aber über all dies nehmen wir mit steigender Bewun- derung wahr, wie Recht und Gerechtigkeit alle pnvaten und öffentlichen Verhältnisse im babylonischen Lande beherrschten. Wir sehen eine strenge, staatliche Gesetzgebung sich entwickeln, kodifiziert in den 280 Gesetzsparagraphen der berühmten Stele Hammurabis, welche die französischen Archäologen de Morgan und der Dominikaner P. Scheil in den Ruinen von Susa im Jahre 1901/02 entdeckten — das älteste Gesetzbuch der Welt, und, wie die Junsten einstimmig rühmen, ein Zeug- nis nie geahnter menschlicher Kultur. Vollkommenster Schutz für jedermanns Leben, Eigentum, Freiheit und guten Namen, aber auch Forderung strengster Pflichterfüllung von einem jeden, gleichviel welchen Standes oder Berufes. Jeder Untertan konnte darauf rechnen, sei es seitens der Ortsnchter oder des höchsten Genchtshofes oder des Königs selbst, seinen Rechtsfall untersucht und nach Recht und Gerechtigkeit entschieden zu-sehen. * Diese von Jahr zu Jahr sich häufenden Erkenntnisse auf dem Gebiete der assynsch-babylonischen Kultur haben aber für uns jetzt Lebende ihre ganz besondere Bedeutung, indem sie uns lehren, in welch nie geahntem Umfang unsere abend- dem Ende des 6. bis in die Mitte des 3. Jahrtausends stand die Frühjahrs- sonne in den Zwillingen, von da bis etwa im 8. Jahrhundert im Stier, dann trat sie in den Widder, dessen Ansetzung als erstes Tierkreiszeichen von dem bisher bekannten Altertum übemommen ist. Jetzt ist sie schon über den Widder hinaus in den Bereich der Fische getreten. Auch vor 3000 v. Chr. müssen wir die Entstehung des Systems setzen, und zwar in eine Zeit, die noch wesentlich früher lag. Wir können das Weiterrücken des Frühjahrspunktes an den dadurch für die Änderung des Kalenders nötig gewordenen Umdeutungen mythologischer Systeme deut- lich verfolgen. * Selbst zum Völkerrecht ging die älteste uns bekannte Anregung von Babylonien aus, infolge seines ausgedehnten und lebhaften Boten- und Handelsverkehres einerseits und des hohen Nationalbewußtseins des Staates Hammurabis anderseits. Als im 15. Jahrhundert v. Chr. babylonische Händler in Kanaan von Raubnttem, bezw. Wegelagerem der Stadt Akka ausgeplündert und ermordet wurden, schneb der babylonische König seinem „Bruder", dem Pharao Amenophis IV., einen Bnef, in welchem er diesen darüber belehrt, daß Kanaan ägyptisches Gebiet sei, und deshalb sofortige Rückerstattung des Geldes und Tötung der Mörder kurz und bündig fordert.
