312 Mesopotamia around the Arabian coast did not exist — so undertakings, such as Solomon attempted with Hiram in the opposite direction, from West to East — at that time ships brought Arabian products directly there. These are thus conditions as shown by Islam in its prime, as they existed in the empire of a Harun al Rashid, and accordingly we must imagine the cultural conditions of the most ancient Orient known to us and accordingly judge the relationship of the Palestine of this time to this very culture. Like Islamic culture in Palestine of the 9th century A.D., so Babylonian culture exerted its influence there around 3000.
That is the time from 3000 downwards. In the second half of the third millennium, Mesopotamia shows a substantially different appearance. It has been flooded by a new population, and this has resulted in upheavals which were not minor. Through the immigration, that has been accomplished which forces us to regard this new Babylon in contrast to the older one as we do our medieval culture in contrast to that of classical antiquity. On the whole, therefore, a regression, a pushing back to a cruder stage, which, however, for that reason need not at all be called absolutely crude.
Such immigrations mean a great change not only in cultural but also in political phenomena. The most prominent of this kind, which impresses its stamp on the subsequent period, is the elevation of Babylon to the capital and center of Mesopotamia.
The development of things took place under the rule of a dynasty from the tribe of the new immigrants, which we therefore call the first dynasty of Babylonia. Their reign, from about 2400 to 2100 B.C., thus signifies the sealing of a complete reversal.
The kings of this dynasty also ruled over the actual Near East after long struggles, but the general decline also shows a decline in the expansion of power. The eastern districts, the territory of Susa-Elam,

Das ſind alſo Verhältniſſe, wie ſie der Islam in ſeiner Blüte zeigt, wie ſie im Reiche eines Harun al Raschid bestanden, und danach haben wir uns die Kulturverhältniſſe des ältesten uns bekannten Onents vorzustellen und danach das Verhältniſſe des Palästina dieſer Zeit zu eben dieſer Kultur zu beurteilen. Wie islamische Kultur in Palästina des 9. nach- chnstlichen Jahrhunderts, ſo hat babylonische um 3000 dort ihren Einfluß ausgeübt. Das ist die Zeit von 3000 an abwärts. In der zweiten Hälfte des dntten Jahrtausends zeigt Mesopotamien ein weſent- lich anderes Ausſehen. Es ist von einer neuen Bevölkerung über- schwemmt worden, und das hat Umwälzungen zur Folge gehabt, welche nicht genng geweſen ſind. Durch die Einwanderung hat ſich das vollzogen, was uns zwingt, dieſes neue Babylon gegenüber dem älteren wie unſere mittelalterliche Kultur ge- genüber der altklaſſischen zu betrachten. Im großen und ganzen alſo ein Rückschntt, eine Zurückdrängung auf eine rohere Stufe, die deshalb aber noch durchaus nicht abſolut roh ge- nannt zu werden braucht. Solche Einwanderungen bedeuten eine starke Veränderung nicht nur der kulturellen, ſondem auch der politischen Er- scheinungen. Die hervorragendste dieſer Art, welche der Folge- zeit ihren Stempel aufdrückt, ist die Erhebung Babylons zur Hauptstadt und zum Mittelpunkte Mesopotamiens. Die Entwicklung der Dinge hat ſich vollzogen unter der Herrschaft einer Dynastie vom Stamme der neuen Einwan- derer, welche wir deshalb die erste Dynastie von Babylonien nennen. Ihre Regierung, etwa von 2400 bis 2100 v. Chr., be- deutet alſo die Beſieglung eines völligen Umschwunges. Auch die Könige dieſer Dynastie haben nach langen Kämpfen das eigentliche Vorderasien beherrscht, aber der all- gemeine Rückgang zeigt auch einen Rückgang der Machtaus- dehnung.
