307 their material culture differs from one another only quantitatively and depends essentially, besides the innate intellect, on the size of the external sphere of activity. It is natural that the spatially and temporally larger developmental basis of the European peoples also had to produce a more diverse abundance of favorable variations than the limited conditions of Palestine. No one will likely blame Saxe-Weimar for not having produced the same number of great men as all of Germany. As an outcast people, always confined to the small land of Canaan, and hindered by the enmity of their neighbors from further expansion, as well as by their own disunity from rising to greater power, the Hebrews had no room for great deeds, and their external actions and activities therefore took on a petty coloring. However, one can judge the character of the inhabitants of Saxe-Weimar by the general German racial character, and one must therefore likewise assess the cultural capacity of the Jews by that of the Semites. — As the anti-Jewish movement calls itself not "anti-Jewish," but "anti-Semitic." If we wish to arrive at a characterization of the Jewish race based on historical facts, we must therefore also include the characterization of the Semites, and indeed also of the pre-Hebraic period of the Semites, in our investigations.
- . * Since Wellhausen, the specific Jewish culture has been thought to have arisen only through the great prophets. Since Delitzsch's lectures on "Bible and Babel," it has been thought to be borrowed entirely from Chaldean culture. Modern biblical criticism, whose first forerunner is to be seen in Spinoza and which currently has its most outstanding representative in Wellhausen, has furnished proof that the scriptures of the Old Testament stem from a much younger period and arose in a completely different form and se- quence than tradition reports. The oldest biblical document is considered to be a war song, the so-called 20*
