220 It is now certain that in the case of no race may one merely from the lack of positive achievements in a certain field draw a conclusion about the lack of the relevant abilities. It is also probably certain that the often clearly visible qualities of talent of many peoples do not correspond to eternal, specific, fundamental racial forces of the same. It is furthermore almost certain that the world of sensation, as well as differences in character and instinct, have only a secondary influence on the intellectual level of a people, and that this level is primarily determined by the — ethnically undoubtedly different — talent quotient. Regarding the causes and the variability of the ethnically different characters, we have been able to obtain information for the most part — at least provisionally — from the investigations so far. But where does this ethnic difference in the magnitudes of talent come from?

220 Es ist jetzt sicher, daß man bei keiner Rasse bloß aus dem Mangel positiver Leistungen auf einem bestimmten Gebiete einen Rückschluß ziehen darf auf den Mangel der betreffenden Fähigkeiten. Es ist wohl auch sicher, daß die oft deutlich sichtbaren Begabungsqualitäten mancher Völker nicht ewigen spezifischen Raſſengrundkräften derselben entsprechen. Es ist femer fast sicher, daß Empfindungswelt, wie Charakter- und Instinktverschiedenheit nur sekundären Einfluß auf die geistige Höhe eines Volkes haben und daß dieselbe pnmär durch die — ethnisch zweifellos verschiedene — BegabungsQuote bestimmt wird. Ueber die Ursachen und über die Vanabilität der ethnisch verschiedenen Charaktere haben wir aus den bishengen Untersuchungen großenteils — wenigstens vorläufigen — Aufschluß erhalten können. Woher stammt aber diese ethnische Verschiedenheit der Begabungsgrößen?
