167 Everywhere, social progress occurs through a master race subjugating a less capable one and holding it in servitude. Thus, the dolichocephalics of Central Europe are the descendants of the Germanic master race that subjugated the round-headed aboriginal population, where the latter did not find refuge in inaccessible mountains.
How the political-anthropological school then further condensed these ideas into a system has already been detailed by us in a previous section.
The racial theories all rest on the assumption of noble and ignoble races. They conceive of the racial character as a hardly changeable or directly constant element, out of whose development the historical process consists. The constancy of the racial character and its moral judgment are thus common points of these theories, as are also the concrete applications to a specific superior one, the Aryan race.
The difference between Western and Eastern culture, and further, between modern and ancient culture, the fact that the history of civilization shows us that in the intellectual competition the Orient could not hold its own against the Occident, and that in recent centuries the Romance peoples have also undoubtedly been overshadowed by the successes of the Germanic world—all this makes the superiority of the West over the East, and in the West itself the superiority of the Germanic peoples over the other European races, seem uncommonly plausible as the cause of this phenomenon.*
- All men, Chamberlain reports, who from the sixth century onward appear as true shapers of the destinies of mankind, be it as state-builders, be it as inventors of new thoughts and original art, belong to the Germanic peoples. So ſind auch die Dolichocephalen Mitteleuropas die Nachkommen der germanischen Herrenraſſe, die die rundköpfige Urbevölkerung unterwarf, wo dieſe nicht in unzugänglichen Gebirgen Schutz fand. Wie die politisch-anthropologische Schule dieſe Ideen dann weiter zu einem System verdichtet hat, haben wir an früherer Stelle schon eingehend dargelegt. Die Raſſentheonen beruhen alle auf der Annahme edler und unedler Raſſen. Sie faſſen den Raſſencharakter als ein schwer veränderliches oder direkt konstantes Element auf, aus deſſen Entwicklung der geschichtliche Prozeß besteht. Die Konstanz des Raſſencharakters und ſeine moralische Beurteilung ſind alſo dieſen Theonen gemeinſame Punkte, ebenſo auch die konkreten Anwendungen auf eine bestimmte überragende, die ansche Raſſe. Der Unterschied der abendländischen gegen die morgen- ländische, und weiters der modemen gegen die antike Kultur, der Umstand, daß die Geschichte der Ziviliſation uns zeigt, daß im intellektuellen Wettbewerb der Onent gegen den Okzident nicht bestehen konnte und daß in den letzten Jahrhunderten auch die romanischen Völker zweifellos durch die Erfolge des Ger- manentums verdunkelt wurden, all das läßt als die Urſache die- ſer Erscheinung die Höherwertigkeit des Abendlandes gegen- über dem Morgenlande, und im Abendlande ſelbst die Höher- wertigkeit des Germanentums über die anderen europäischen Raſſen ungemein plauſibel erscheinen.* \* Alle Männer, benchtet Chamberlain, die vom ſechsten Jahrhundert ab als wahre Gestalter der Geschicke der Menschheit auftreten, ſei es als Staatenbildner, ſei es als Erfinder neuer Gedanken und ongineller Kunst, gehören den Germanen an.
