joined them and raised arms against their own fatherland! And this rebirth is not to be thanked to the political ability of the people, but rather to the outstanding statesmanship of just one man, who with an iron hand finally smashed particularism and welded the loose parts together into today's national whole. And that was only 40 years ago! Thus the assertion of our day, that the Germans possess a monopoly on political abilities, really sounds like self-mockery.
The German-Germanic people, to whom the modern era owes so infinitely much, is the fortunate possessor of noble qualities, but it does not have a monopoly on them. The possession of creative formative power, of psychological dispositions and of practical abilities, it shares more or less with all those nations that have collaborated on the great edifice we call culture. Under Anglo-Germanic aegis, the latest and highest triumphs of human achievement have certainly been attained, but when building a house, the one who attaches the last-erected constructions that tower highest into the air is not always the most meritorious; rather, they are as a rule those who have laid the foundations and erected the main walls. Among these we count those ancient lawgivers who gave mankind the beginnings of civilization.

Und nicht der politischen Fähigkeit des Volkes ist die Wiedergeburt zu danken, ſondem der über- ragenden Staatskunst nur eines Mannes, der mit eiſemer Hand endlich den Partikulanſmus zerschlug und die loſen Theile zu dem heutigen Volksganzen zuſammenschweißte. Und das ist erst 40 Jahre her! Da klingt wirklich die Be- hauptung unſerer Tage, auf politische Fähigkeiten beſäſſen die Germanen das Monopol, wie Hohn gegen ſich ſelbst. Das deutsch-germanische Volk, dem die modeme Zeit ſo unendlich viel verdankt, ist der glückliche Beſißer edler Eigenschaften, aber es hat nicht das Monopol darauf. Den Beſiß an schöpfenscher Gestaltungskraft, an den ſeelischen Anlagen und an praktischen Fähigkeiten theilt es mehr oder weniger mit allen jenen Nationen, die mitgearbeitet haben an dem großen Bau, den wir Kultur nennen. Unter anglo- germanischer Aegide ſind zwar die letzten und höchsten Tnumphe menschlicher Leistungsfähigkeit erzielt worden, aber bei einem Hausbau ist nicht immer derjenige der Ver- dienstvollste, der die zuletzt ernchteten und am höchsten in die Luft ragenden Konstrationen anbnngt, ſondem es ſind in der Regel diejenigen, die die Grundfesten gelegt und die Hauptmauem aufgeführt haben. Zu dieſen zählen wir jene uralten Geſezgeber, die der Menschheit die An- fänge der Geſittung gegeben haben. 31
