Let us now ask further: How, under this concept of the people that was dominant in Israel's thinking, did its relationship to the other peoples and to humanity in general develop? It is obvious that it could not counter them with the naked, so to speak physical nationalism or nativism of the ancient peoples, because this was not present in it, or was at any rate not cultivated, since here, as we have shown, in the individual the personal, and in the collective the national, receded before the Divine, to which both subordinated themselves, or in which they were absorbed. An unbiased reading of the Bible leads to the recognition that Israel recognized in the heathen peoples precisely this accentuation of the national element as their characteristic feature, from which it knew itself to be free. This is the meaning of the Hebrew expressions “Ammim,” “Leumim,” “Gojim,” with which the peoples, insofar as they emphasized themselves as peoples, as national individualities — it is therefore often said peoples, nations without a definite article — in contrast-

II. Fragen wir nun weiter: Wie hat sich bei diesem in der Vorstellung Israels herrschend gewesenen Volksbegnff sein Verhältniß zu den übngen Völkem und zur Mensch- heit überhaupt gestaltet? Es liegt auf der Hand, daß es mit dem nackten, sozusagen physischen Nationalismus oder Nativismus der alten Völker diesen nicht entgegentreten konnte, weil er in ihm nicht vorhanden war, oder doch keinesfalls gezüchtet wurde, da hier, wie wir gezeigt haben, in dem Individuum das Persönliche, und in der Gesammt- heit das Nationale vor dem Göttlichen, welchem beiden sich unterordneten, oder in welchem sie aufgiengen, zurück- trat. Eine unvoreingenommene Lektüre der Bibel führt zu der Erkenntniß, daß Israel an den heidnischen Völkem gerade diese ihre Accentuirung des nationalen Moments als das sie charaktensirende Merkmal, wovon es selber sich frei wußte, erkannte. Dies ist der Sinn der hebräischen Ausdrücke „Ammim“, „Leumim“, „Gojim“, womit die Völker, insofem sie als Völker, als nationale Individuali- täten sich selbst betonten — es heißt deshalb häufig Völker, Nationen ohne bestimmten Artikel — im Unter-
