So that all the class-based sentiments, thoughts, tendencies, or enthusiasms will be in no way able to harm the formation of the Jewish majority in the Land of Israel. The function of State Zionism is not the "elimination" of class sentiments; its function is the "uprooting" of these sentiments and their replacement with powerless conclusions, which are incapable of deciding the economic reality of the Land of Israel, as long as the process of creating the Jewish majority there has not been completed.

8. National Arbitration

The principle of "national arbitration" is detailed in the form of a permanent institution, into whose hands is given the task of executing in each and every case that "ruling," by which it is possible to raise the wages of the worker and the clerk, without nullifying the rights of capital's profitability.

This institution must be a permanent body, and the arbitrators must be elected for a fixed term and installed in their roles, just as the National Council is elected. However, the elections here must be arranged differently. Here, the election cannot be based on a foundation of parties and majorities; here, one elects for the purpose of adjudication and mediation, not for victory and authority. Here, one must first internally organize the employers by their professions: the producers of grain and vegetables, the producers of raw materials; the textile industry, the furniture industry, etc., the closing branches of large-scale commerce and the commerce dealing in export and import; the banks, the savings funds, and the owners of savings firms. From such a sector, it is fitting for a nation to have a force of employers and all employees. And the "Supreme Institution for National Arbitration" is elected by all the aforementioned professions of Jewish capital by representatives from both sides.

This institution will then be recognized as a supreme institution of our social lives.

Its authority it shall receive from the Zionist Congress and the Assembly of Representatives. Its chairman/and perhaps all members of the presidency, will be elected by the Congress, and specifically not according to the accepted party-by-party method, but rather by general consensus, so that each member of the presidency will see himself as working above parties.
