to cross the border of the agreed-upon "Yishuv"—hundreds of thousands, and certainly hundreds of thousands of persecuted and hungry Jews. And despite the wealth of the Land, despite the possibility for further enterprise, it is forbidden to go beyond the "agreements".

What happens when a multitude of immigrants are knocking to travel to the Land, and the Land does not want them? The entire police force of the Land will be mobilized to prevent the entry of the miserable immigrant. With special swiftness, the police discover the attempt and expel them from the Land. He says that he is merely a tourist who came for the three pilgrimage festivals to prostrate himself upon the graves of his forefathers; but the consul must conduct an investigation to see if he is not lying—if this Jew does not intend to sneak into the Land to remain in it. The entire administrative apparatus of the Land of Israel is devoted to one primary concern: not to permit additional immigration above the quota. In our case, its meaning is simple: not to let Jews enter above the fixed measure.

The fate of the Land of Israel will be one of two things: either free Hebrew immigration, or—a land where all efforts are taken to guard the borders against Jews; in other words—a land of open and public antisemitism.

I would not want to share in the happiness of one of those Jews who will be in this kind of paradise; each one of them will see himself as a traitor. To the same degree that his wealth and "businesses" grow, and the Land as a whole develops, so will his betrayal grow. A man sits on a rock in the middle of a stormy sea, his brothers drowning before his eyes, and on the rock there is still plenty of room; he sees how they are pushed into the sea, and it is not in his power to intervene. Along with this, he is happy, and lives in Metula with those who push his brothers into the sea, and who live, by their own account, as pure men.

With a whole heart I say: May our enemies thus see a Jewish generation that can tolerate such a fine situation, and that a thousand times better is destruction in bitter exile than a life for such "happy ones".
