In addition, the guarantees will need to be completely independent of the famous "absorption capacity" of the land. The Americans do not claim at all that their country lacks "absorption capacity"; on the contrary, in their opinion, America could absorb millions upon millions more—but they do not want their millions to be Italian or Jewish. This is a national or "racial" question, and not a question of economic possibilities. When Dr. Magnes stands before the signing of peace with the Arabs, they will demand from him a promise—in the name of the entire Jewish people, of course—that maintaining the agreed-upon maximum of Jewish immigration is sacred for ever and ever. Even if it is proven tomorrow that the land is capable of absorbing another three or four million inhabitants, the "absorption capacity" will only have a certain value in that period when it becomes clear that not even the entire "maximum" can be absorbed in the land, but only half of it. But to cross the "maximum" limit—is absolutely forbidden: otherwise, the danger of a Hebrew majority will surface again, which means, neither peace nor Zionism.

1. The meaning of this is, first of all—that the Land of Israel will lose all its value as a refuge for Jewish immigration. Such a Land of Israel is not worthy of special efforts on the part of the Hebrew people. A Hebrew state will not be there, meaning the land will be an Arab state, and it will also be unable to alleviate the distress of the Jews. If so, then the assimilationists were right, who always claimed that the settlement of Jews on the land in Russia or Indonesia is of equal importance to settlement in the Land of Israel: this is not "one of the points," but simply work in general, without that same redeeming value in building the land; and thus the Land of Israel will lose the right to be the center of the national effort.

However, this is not the main point within the framework of small Zionism. The main conclusion is that small Zionism will necessarily turn the Land of Israel into the center of the most active and swift antisemitism. This is not a mere statement—it is a logical necessity from which there is no escape.
