The Doctrine of Beitar

The first goal of Zionism is contained in the creation of a Jewish majority in E.Y. [Eretz Yisrael]. But this is not the final goal. After we become the majority in the Land of Israel and can take upon ourselves the government on broad democratic foundations, we will still have the second task, which perhaps surpasses the first in importance: S M K T Y N L K; that is: the creation of such conditions that will allow every Jew, who cannot or does not want to remain in the diaspora, to return to the Jewish state and find his livelihood there with dignity. The number of these will surely reach the millions, while for the creation of the majority we need a million or a million and a half immigrants. And after that, we may face the third task, perhaps the most important of all: to make E.Y. the leading country of the entire cultured world –, a country that will lead and serve as a model and an example for all the nations of the world – "For out of Zion shall go forth the law [Torah]," "the Torah" not only in the religious sense. Zionism is a great and immense task whose final boundaries our generation will not see; but its first step, without which Zionism and the Jewish state and a true Jewish nation are not possible, is a Jewish majority in E.Y.; "in the Land of Israel" on both banks of the Jordan.

5. The "Absorption Capacity" of E.Y.

By "Land of Israel" I mean the territory on both sides of the Jordan, which is the territory mentioned in the original "Mandate for Palestine". This area is three times the size of Belgium, for example. We believe that the absorption capacity of the Land of Israel depends – first and foremost – on the human factor: it depends on the quality of its settlers or its institutions. It also depends on a second human factor, which is the political instrument, that on one hand removes arbitrary and pointless obstacles from its path. As for the "natural" factors – there is no doubt that it has great value, but in our opinion, regarding the matter of the Land of Israel, many tend to ignore one of the most important natural factors, which is – its geographic power. We believe and know that E.Y. is located at the crossroads of paths, and one might say, of the main transportation arteries of the Eastern Hemisphere. The route from Paris to Cairo, which passes through Tel Aviv, continues to Vladivostok and to Moscow and to every distant place; this is the main land artery of the world.
