And take this to heart—the English people "taught" all the other nations only by this: that it founded and established the parliamentary regime in its own land, and thereby presented the world with a living example, and the world learned from it. And in precisely this way did the French people fulfill its "mission" and teach the world liberty and equality, only by stirring up the great French Revolution in its own land. The only good way to grant humanity something good is to show it the thing in deeds and not just in words; it is not true that the gentiles have rejected the idea of the Jewish people's "mission" as a whole: on the contrary, we believe that the world will yet learn from us many truths, hitherto unknown—but the only way to do so is through the creation of a Jewish-state.

4. A Jewish Majority in Eretz Yisrael.

But what is the meaning of the status of a "Jewish-state"? When will we be able to say of "Palestine" that it has become an "Israelite Eretz-Yisrael"? – Only when there are more Jews than non-Jews in our land. The first condition for a national state is a national majority.

And why did many Jews, even Zionists, not agree to admit this simple truth? They argued that it is enough for us to create important "positions" in Eretz Yisrael—settlements, forests, schools—and that it would then be in our hands to develop a "national life" freely, even if the majority of the inhabitants will be foreign, – but this is nothing but a gross error. History teaches us that in our days, "national" states are not considered secure as long as the people after whom they are named do not constitute the majority there. For example, the Germans developed a rich German culture in Estonia and Latvia for over 500 years. But they were never the majority there; and the results are before our eyes—Riga is a Latvian city, the University of Dorpat—an Estonian high school. In Asia Minor, the Hellenic culture ruled for over three thousand years, and in the end, not only did the Turks destroy the entire Hellenic civilization, but they also expelled all the Greeks from there.
