live in the district. Non-Jews in the same are regarded as intruders, by whom the rights of the chosen people of Jehovah are infringed. To new Jewish arrivals it grants or sells the right to live in the district.
A Jew from another district would not be able to live and not be able to support himself if he did not have the required permission. According to the Talmud, the property of all non-Jews is a free wilderness, or as Rabbi Joseph Kulau expresses it, "a kind of free lake," in which only that Jew may cast nets who has received permission from the Kahal to do so. The property of non-Hebrews is considered as common to the commune. The Kahal sells the right to take possession of this property to Jews, even issues documents for such a sale and gives receipts for the received money. (!!)
Even more: The Kahal sells to this or that Jew the right to exploit other individuals, to lend money to such and eventually to take possession of their property; only he who has purchased such a right may exploit any, individual assigned to him. Neuen jüdischen Ankömmlingen gewährt oder verkauft er das Recht, im Bezirke zu leben. Ein Jude aus einem andem Bezirk würde nicht leben und nicht ſich emähren können, wenn er nicht die erforderliche Erlaubniß hätte. Dem Talmud zufolge ist das Eigenthum aller Nichtjuden eine freie Wildniß, oder wie Rabbi Joſeph Kulau ſich ausdrückt, „eine Art von freiem See“, in dem nur derjenige Jude Neße auswerfen darf, der vom Kahal die Erlaubniß dazu bekommen hat. Das Eigenthum von Nicht-Hebräem wird als allgemeines der Kommune betrachtet. Der Kahal verkauft das Recht zur Beſitznahme dieſes Eigenthums an Juden, stellt ſogar Dokumente über ſolchen Verkauf aus und quittirt über das empfangene Geld. (!!) Noch mehr: Der Kahal verkauft an dieſen oder jenen Juden das Recht, andere Individuen auszubeuten, an ſolche Geld zu verleihen und eventuell das Eigenthum derſelben in Beſitz zu nehmen; nur wer ſolch' Recht erkauft hat, darf ein beliebiges, ihm angewieſenes Individuum ausbeuten. Andere Juden dürfen ihm nicht das Recht kränken, er hat das Monopol. Dergleichen Dinge würde man für unglaublich halten, wenn nicht Braßmann actenmäßige Belege und Beweiſe dafür beibrächte, ſo z. B.
