6. A Piece of History.
Peoples, like individuals, have specific ages in the course of their development. Not every age is suited for every stage of development; and what has been neglected or missed is usually difficult, often impossible, to catch up on in the later life of peoples.
At the time of the Reformation, Germany stood at a political-social peak, which awakened, even in the lowest strata of the populace, that self-awareness which alone enables political-social reforms on a national basis through its own initiative, to revolutions, such as those that could be carried out in England in the seventeenth, and in France not until the eighteenth century. — The sixteenth century was the epoch for Germany's rebirth. Indeed, Germany did bring about a reform in that century, but only one which, far from becoming national, internally divided the nation. The political-social revolution on a German-national foundation was suffocated in the blood of the German peasants.

281 6. Ein Stück Geschichte. Den Völker wie Individuen haben in ihrem Entwickelungs-gange bestimmte Lebensalter. Nicht jedes Alter ist für jede Stufe der Entwicklung geeignet; und das Verſäumte oder Verfehlte ist meist schwer, oft gar nicht im späteren Lebensalter der Völker einzuholen. Deutschland hat zur Zeit der Reformation auf einer politisch-ſozialen Höhe gestanden, die bis in die tiefften Volkschichten jenes Selbst-bewußtſein weckte, welches allein zu politisch-ſozialen Reformen auf nationaler Bafis durch ſelbst-eigne Initiative befähigt, zu Revolutionen, wie ſie in England im fiebzehnten, in Frankreich erst im achtzehnten Jahrhundert durchgeſetzt werden konnten. — Das ſechzehnte Jahrhundert war die Epoche für Deutschlands Wiedergeburt. Wirklich brachte Deutschland in jenem Jahrhundert eine Reform zu Stande, aber nur eine ſolche, welche, weit entfemt, national zu werden, die Nation innerlich spaltete. Die politisch-ſoziale Revolution auf deutsch-nationaler Grundlage wurde im Blute der deutschen Bauem erstickt.
