447 united with the ultramontane international, which saw in the neutralization of the Jew the extermination of all anti-clerical ideas; the feudal nobility, which, made anxious by the bitterness of the socially oppressed classes, attempted to divert this bitterness to another object, joined with the declining petty bourgeoisie, which saw in the Jew- ish competition the sole cause of its social and economic low standing.*
That in all countries and times where the Jews were the merchants and representatives of mobile capital, wide circles became dependent on them and were impoverished, may — reduced to the proper measure — be true; it is this, a peculiarity always accompanying the capitalist economic forms, which we can with regularity and perhaps even more cruel clarity always also ascertain where the Jews, as for example in Germany in the 15th century and at the time of the peasant revolts, were completely excluded from the economic process. At the Paris World's Fair of 1900, a series of statistical tables and graphic representations was exhibited, through which the effectiveness of the Jews in Russia is illustrated in an interesting way. Through Table I it was demonstrated that in the Pale of Settlement the price of land is 19 percent higher than in the provinces where Jews are forbidden permanent residence; syphilis and prostitution are far less rampant among the population there than in the rest of Rus- sia, and even the number of crimes is lower. A further table proves that in the Pale the tax arrears are lower, the livestock wealth is greater than in the Jew-free provinces and that further in the 25 provinces of the Pale of Settlement 8,000,000 rubles less of schnapps is consumed annually. — As for the Jews themselves, it is pointed out with figures that there is one Jewish criminal per 2710 people, whereas among the rest of the population of Russia one criminal is found for every 715 people. The Jews are only in retail trade, concern themselves very little with wholesale enter- prises. The number of Jewish artisans amounts to 78 percent of all hand- workers, although the Jews form barely 20 percent of the total population.

447 gemachte Raſſentheoretiker vereinigte ſich mit der ultramon- tanen Intemationale, die in der Unschädlichmachung des Juden die Ausrottung aller kirchenfeindlichen Ideen erblickte; der Feudaladel, der, bange gemacht durch die Verbitterung der ſozial unterdrückten Klaſſen, den Verſuch machte, dieſe Ver- bitterung auf ein anderes Objekt abzuleiten, verband ſich mit dem daniederliegenden Kleinbürgerthum, welches in der jüdi- schen Konkurrenz die alleinige Urſache ſeines ſozialen und ökonomischen Tiefstandes erblickte.* Daß in allen Ländem und Zeiten, wo die Juden die Kauf- leute und Repräſentanten des mobilen Kapitals waren, weite Kreiſe in Abhängigkeit von ihnen genethen und verarmten, mag — auf das gehönge Maß reducirt — nchtig ſein; es ist dies eine, die kapitalistischen Wirthschaftsformen stets beglei- tende Eigenthümlichkeit, die wir mit Regelmäßigkeit und viel- leicht noch grauſamere Deutlichkeit stets auch dort konsta- tieren können, wo die Juden, wie z. B. in Deutschland im 15. Jahrhundert und zur Zeit der Bauemknege, aus dem Wirt- schaftsprozeß ganz ausgeschaltet waren. Eine weitere Tabelle beweist, daß im Rayon der Steuerrückstand gennger, der Viehreichthum größer ist als in den judenreinen Gouvemements und daß femer in den 25 Gouvemements des Anſiedlungsrayons jährlich für 8,000,000 Rubel weniger Schnaps verbraucht wird. — Was die Juden ſelbst betnfft, ſo wird zahlenmäßig darauf hingewieſen, daß ein jüdischer Verbrecher auf 2710 Menschen kommt, während bei der übngen Bevölkerung Rußlands ein Verbrecher schon auf 715 Menschen entfällt. Die Juden stecken nur im Detailhandel, befaſſen ſich ſehr wenig mit Großhandelsuntemehmun- gen. Die Zahl der jüdischen Handwerker beträgt 78 Prozent aller Hand- werker, wiewohl die Juden kaum 20 Prozent der Geſamtbevölkerung bilden.
