299 remain, but which it can only surpass in the rarest of cases, is therefore given by its generic affiliation to the category "chicken" or "pigeon." In humans, the activity of reason can certainly enrich the existing predispositions itself, yet such a process, if it is to pervade the entire race, cannot in a few human generations overtake the head start of millennia that perhaps separates one race from another. The maximum of individual talent is thus given by the racial mneme, and the size of the racial mneme is the sole, purely scientific criterion, removed from all national arbitrariness, for the level of a people's cultural value. Any one of its manifestations can serve us as a measure for the quota of the existing mneme.* For as the scope of the racial mneme increases, all its categories, of the intellect as well as of the psyche, also become uniformly richer.
All mneme is essentially of the same kind. The size (the quantitative extent) of the mneme is the criterion for comparing the cultural value of the individual races.
The essence of race theories is thus not exhausted by the fact that their proponents wish to see class struggles replaced by race struggles. There really are strong differences in talent between the races, and there are furthermore strong differences between pure and mixed races. Instincts of a certain coloring, which could be conceived as racial energy, also undoubtedly exist. In the civilized human, however, the consciously creative intellect takes the place of blind instincts. It is precisely its task to extinguish the instincts, to put the purpose-setting will in the place of drives, reflection in the place of mere perception.

299 zurückbleiben, über das es jedoch nur in den seltensten Fällen hinausgelangen kann, ist demnach durch seine Gattungszugehöngkeit zur Kategone „Huhn“ oder „Taube“ gegeben. Beim Menschen kann nun wohl die Vemunfttätigkeit die vorhandenen Prädispositionen schon selbst bereichem, doch kann ein solcher Prozeß, wenn er die ganze Rasse durchgreifen soll, nicht in wenig Menschenaltem den Vorsprung von Jahrtausenden überholen, der vielleicht die eine Rasse von der anderen trennt. Das Maximum individueller Begabung ist also durch die Rassenmneme gegeben und die Größe der Rassenmneme ist das allein rein wissenschaftliche, jeder nationalen Willkür entrückte Kntenum für die Höhe des Kulturwertes eines Volkes. Als Maß für die Quote der vorhandenen Mneme kann uns irgend eine von deren Erscheinungsformen dienen.* Denn mit zunehmendem Umfang der Rassenmneme werden auch alle ihre Kategonen, des Intellekts wie auch der Psyche, gleichmäßig reicher. Alle Mneme ist essentiell gleichartig. Die Größe (das quantitative Ausmaß) der Mneme ist das Kntenum für den Vergleich des Kulturwertes der einzelnen Rassen. Das Wesen der Rassentheoneen ist also nicht damit erschöpft, daß ihre Verfechter die Klassenkämpfe durch Rassenkämpfe ersetzt sehen wollen. Es bestehen wirklich starke Unterschiede der Begabung zwischen den Rassen, und es bestehen weiters starke Unterschiede zwischen reinen und gemischten Rassen. Auch Instinkte gewisser Färbung, die man als Rassenenergie auffassen könnte, bestehen zweifellos. An die Stelle der blinden Instinkte aber tntt beim Kulturmenschen der bewußt schaffende Intellekt. Es ist gerade die Aufgabe desselben, die Instinkte auszulöschen, den Zwecke setzenden Willen an die Stelle der Tnebe, das Reflektieren an die Stelle des bloßen Perzipierens zu setzen.
