The essential thing in the elementary mental difference between the races therefore seems to be not some specific pecu- liarity, but rather the different extent of their inherited and phylogenetically developed intellectual dispositions. These abilities — in themselves without content — receive their substance, their quality, and their color only through the milieu, the historical or social position, and through the national culture.
The different level of this intellectual disposition alone determines the greater or lesser cultural capacity of a nation, and according to the degree to which content and sensory quality become adequate to these formal dispositions, there arises the scale of diverse feelings, schools of thought, and character peculiarities.
Next to the power of circumstances, the decisive factor for the performance capacity of a people in the field of scientific production, independent of all character nuances, is therefore the quotient of sober, rational judgment, which depends on the intellectual level, in other words, on the size of the mneme of the respective people— the racial intellect.
Where this racial intellect has experienced the greatest enrichment in, as it were, a secular apperception, where through the greatest cerebral activity the most cerebral en- grams have also been accumulated, there the racial intellect, based on the greatest cerebral perfection, is greatest. There, the capacity for culture would also have to be a correspondingly high one.

Das Wesentliche in der geistigen Elementarverschiedenheit der Rassen scheint demnach nicht irgend eine spezifische Eigen- tümlichkeit, sondem das verschiedene Ausmaß ihrer ererbten und phylogenetisch entstandenen intellektuellen Anlagen. Diese Fähigkeiten — an sich inhaltslos — erhalten ihren Stoff, ihre Qualität und ihre Farbe erst durch das Milieu, die histonsche oder soziale Position und durch die Nationalkultur. Die verschiedene Höhe dieser intellektuellen Anlage allein bedingt die größere oder genngere Kulturfähigkeit einer Nation, und je nach dem Grad, in welchem Inhalt und Empfindungs- qualität diesen formalen Anlagen adäquat werden, entsteht die Skala der diversen Gefühle, Denknchtungen und Charakter- eigentümlichkeiten. Nächst der Gewalt der Umstände ist also für das Leistungs- vermögen eines Volkes auf dem Gebiete der wissenschaftlichen Produktion, unabhängig von allen Charakterschattierungen, die von der intellektuellen Höhe, mit anderen Worten, von der Größe der Mneme des betreffenden Volkes abhängige Quotennüch- temen, rationalen Urteilsvermögens, der Rassenintellekt, entscheidend. Wo dieser Rassenintellekt in gleichsam säkularer Apper- zeption die größte Bereicherung erfahren hat, wo durch die größte zerebrale Tätigkeit auch die meisten zerebralen En- gramme gehäuft wurden, da ist der auf der größten zerebralen Vollkommenheit beruhende Rassenintellekt am größten. Da müßte also die Kulturfähigkeit auch eine dementsprechend hohe sein.
