Betar stands like a mighty rock on the basis of the Legion; it is the duty of every male and female member, and the symbol of its recognition, for the Jew to enlist in a "formal" or "rebellious" manner, on the scale of general law, and to be ready at any time to be mobilized in the Land [of Israel] and in every place, for the first call – whether for defense or for re-conquest, for a new Hebrew legion on the front of the homeland's liberation. [Betar] believes that a pioneer who does not prepare himself for this role is a bad pioneer, and is not worthy of his brethren.
