The conditions of the time and the circumstances in which we will have to act in the very near future are among the most difficult, also shaping the methods of action and preparation for the struggle of the Betar youth. Long indeed is the road from the demand for the youth "to learn to shoot," through the detailed preparations to join the Jewish Legion that will be revived, until joining a Hebrew army with its flag and its officers, but one single idea is at their foundation – the comfort and hope in the institution of a popular Hebrew force, not "protectorate Jews" but a Jewry, molded to defend its honor and existence with spiritual strength, in the hour of need.
In the political sphere we pointed out at the time, among other things, the necessity for a number of settlements. We demanded from the Mandate kingdom that it create the appropriate objective conditions that would allow the Hebrew people to conquer the Land of Israel, in order to establish in it the Hebrew state within its historical borders. However, today, after Churchill violated the "agreement" with Britain – on the one hand, and the decision approved by the League of Nations in Article 25 of the Mandate to hand over the administration of Transjordan to Emir Abdullah – on the other hand, other decisions are being made, which declare that the Hebrew people must cease its activities for the sake of the "absorptive capacity" of the Land." To this it should be added that the Mandatory government is not prepared to fulfill its promises and to pave the way for the national revival. It is doing everything to prevent the Hebrew people from returning to its homeland. And hence – not a number of settlements, but Hebrew rule; not small-scale Jewish immigration, but a Hebrew government with all that this implies.

ה. תנאי הזמן והנסיבות בהן נצטרך לפעול בעתיד הקרוב ביותר – הם מן הקשים גם להבא את דרכי הפעולה וההכנה למלחמתם של הנוער הביתר"י. ארוכה היא אמנם הדרך מהדרישה לנוער "ללמוד לירות", דרך ההכנות המפורטות להצטרף ללגיון העברי שיקום לחדה עד לחבירה לצבא עברי על דגלו ולפקידיו, אולם רעיון אחד ויחיד ביסודם – הנחמה והתקוה שבמוסד כוח עברי עמאי, לא "יהודי חסומת" כי אם יהדות, היוצקת להגן על כבודה וקיומה בכוח הנפש, בכשף הצורך. בפתח המדיני הצבטנו בשעתו, בזה היתר, על הנחיצות ממספר התישבויות. חברינו מאח ממלכת המנדט, כי תיצור את התנאים הארכיטקטיביים המתאימים ליסודם לעם העברי לכיבוש את ארץ ישראל, על מנת להקים בה את המדינה העברית בגבולותיה ההיסטוריים, אולם כיום, לאחר ה"צי"ק"או" הפר ב"הפ"ק" עם בריטניה – מצד אחד, והחלטה שאחרי יפנו"ט ביאר 85 בסמך ב. 80"וז"ח לפרוח האדמיניסטרציה של האדמיניסטרציה "המדינותיה" – מאידך, מתקפות אומני מתקפות אחרות, העם העברי המכונה כעל נכפה את פשעיו הנוכח, את פעולותיו לרצות שלמה למען מועדו", לרצות זאת הממלכה המודרנית היא אינה מוכנה לקיים את הבטחותיה בלא אשר אחרי התמונה כיוון להם-חחנית. היא עתה את הכל כשלה כדי להפריע לעצם העברי לטוב למולדתו. ומכאן – לא מספר התישבויות, כי אם שלטון עברי, לא אינטיגרציה אנוש-יהודית, כי אם ממשלה עברית עם כל הנובע מזה. במבוארת זו נעשה נסיון הראשון לנסח את חוקת-בית"ר, כפי שמצוה את בכוריה בדברים שנאמרו ונכתבו ע"י ראש-בית"ר בהזדמנויות שונות, בחנוכו בצורת שבע המצוות של הנער הביתר"י, היות והן מהוות למעשה את היסוד
