It is a nation within the nation; I would like to take away from them, at least for a certain period, the right to issue mortgages; for it is too humiliating for the French people to have to feel obliged to the lowest of nations. Whole villages have been dispossessed of their owners by the Jews; they have reintroduced serfdom; they are true flocks of ravens ..."
"Legal measures must be taken to forestall the vigilantism that one would otherwise be forced to use against the Jews; they would run the risk of one day being massacred by the Christians of Alsace, as has happened to them so often, and almost always through their own fault."
The Jews are not in the same position as the Protestants and the Catholics. One must judge them according to public law, not civil law, since they are not citizens.
One could also forbid them to trade, because they dishonor it through usury, and declare their concluded transactions void as fraudulent.
The Christians of Alsace and the Prefect of Strasbourg conveyed to me many complaints about the Jews during my passage through that city.
I draw attention to the fact that there are not as many complaints about the Protestants or the Catholics as there are about the Jews. The reason for this is that the evil which the Jews do comes not from individuals, but from the entire constitution of this people itself. They are caterpillars and locusts that are devastating France ... I do not want the welfare of the provinces to be sacrificed to theoretical and egoistic principles.

"I am advised to expel the wandering Jews, who will not deserve French citizenship, and to urge the courts to make use of their power against usury, but these means would be inadequate. Since Moses, the Jews have been united as a people of usurers and oppressors; among Christians there is nothing similar; among them, usurers are the exception and are ill-spoken of ... One must forbid the Jews from trade, because they abuse it, just as one forbids a goldsmith his craft when he works with false gold ... "

Geb. 1769, gest. 1821 „Die jüdische Nation geht ſeit Moſes Zeiten ihrer ganzen Anlage nach auf Wucher und Erpreſſung aus ...“ „Die franzöſische Regierung darf nicht mit Gleichgültigkeit zuſehen, wie eine niednge, heruntergekommene, aller Schlechtigkeiten fähige Nation die beiden schönen Departements des alten Elſaß ausschließlich in ihren Beſitz bnngt. Man muß die Juden als Nation, nicht als Sekte betrachten. Das ist eine Nation in der Nation; ich möchte ihnen, wenigstens für eine bestimmte Zeit, das Recht, Hypotheken auszuleihen, entziehen; denn es ist für das franzöſische Volk zu demütigend, ſich der niedngsten Nation zu Danke verpflichtet fühlen zu müſſen. Ganze Dörfer ſind durch die Juden ihren Eigentümem entnſſen worden; ſie haben die Leibeigenschaft wieder eingeführt; ſie ſind wahre Rabenschwärme ...“ „Durch geſetzliche Maßnahhmen muß man der Selbsthilfe zuvorkommen, die man ſonst gegen die Juden anzuwenden genötigt wäre; ſie würden Gefahr laufen, eines Tages von den Chnsten des Elſaß niedergemetzelt zu werden, wie es ihnen ſo oft, und fast immer durch eigene Schuld, ergangen ist.“ Die Juden befinden ſich nicht in derſelben Stellung wie die Protestanten und die Katholiken. Man muß über ſie staatsrechtlich, nicht nach dem bürgerlichen Rechte, nchten, da ſie keine Bürger ſind. Man könnte ihnen auch den Handel verbieten, weil ſie ihn durch Wucher entehren und ihre abgeschloſſenen Geschäfte als betrügensch für nichtig erklären. Die Chnsten des Elſaß und der Präfekt von Straßburg haben mir bei meiner Durchreiſe durch dieſe Stadt viele Beschwerden über die Juden übermittelt. Ich mache darauf aufmerkſam, daß man ſich nicht in dem Grade beklagt über die Protestanten noch über die Katholiken wie über die Juden. Das hat ſeinen Grund dann, daß das Unheil, das die Juden annchten, nicht von Individuen kommt, ſondem von der Geſamtheit dieſes Volkes ſelbst. Es ſind Raupen und Heuschrecken, die Frankreich verwüsten ... Ich will nicht, daß man theoretischen und egoistischen Pnnzipien das Wohl der Provinzen opfert.
