In order to provide bread and work for the 400 unemployed Jewish workmen in Palestine, the founding of industrial and manufacturing undertakings in Palestine (factory work and domestic work) is planned. The question is above all one of producing such articles as are in part urgently needed in Palestine itself and could therefore be placed there, and in part can be won from the raw materials present in the country and brought to export. First to be considered are: tanneries, spinning mills, factories for clothing, washing soap, paper, matches, cement, machinery, textiles and chemicals, and further basket-weaving works (domestic industry).
Those undertakers who bind themselves to draw the labour for the works to be opened from the ranks of the Palestinian workmen, and who make themselves answerable for a fitting remuneration and a just treatment of these workmen, will be furnished with a corresponding credit and a sufficient subvention in ready money.
