✡ In these last days preliminary conferences have taken place, the results of which we summarise in what follows.
The order of business of the Congress has been settled in broad outline. It has the following principal heads:
Besides these principal heads, the preparatory Committee will further place upon the order of business those matters the discussion of which cannot as yet be foreseen, but which up to the holding of the Congress should prove necessary.
The draft of the new rules of procedure will be published some time before the Congress.
The Actions Committee will put itself in communication with all the colonisation societies, in order to bring about an expedient and united course of action on the part of all upon the basis of the Basle Programme.
For all questions and preparations bearing upon the Jewish Colonial Bank a Committee has been appointed, which has its seat in Cologne. The chairman of this Bank Committee is Mr. D. Wolffsohn in Cologne. To the Committee there further belong the advocates Dr. Bodenheimer in Cologne and Dr. Schauer in Mainz. The Committee has the right of co-optation.
The subscription to the projected Jewish Colonial Bank will be begun without delay. The main features of the Jewish Colonial Bank have already been made known heretofore. The share capital will for the present amount to two millions of pounds sterling, in shares of 1 pound sterling. Subscribers have to make a payment on account of at least ten per cent. of the amount subscribed. The places of subscription will be made known in suitable fashion. The completed subscription forms are to be sent in to Mr. D. Wolffsohn in Cologne by the 15th of July. The ten per cent. payment on account may be made in the following manner: the subscriber pays in the amount in his own name at the Postparcasse and delivers up the book as cover for his signature.
In Basle a local committee is being formed, which has to make all needful provision for the housing and the entertainment of the delegates. Communications are, until further notice, to be addressed to Mr. S. Veit in Basle.
Women may be elected as delegates. They have seat and vote in the Congress.
