Order of Business:
First Day, 29th August. I. Sitting, beginning 9 o'clock in the morning. Constitution of the Congress:
- a) Opening of the Congress by the President of Seniority.
- b) Address of welcome by Dr. Th. Herzl.
- c) Election of the Bureau, consisting of a President, a General Secretary, and a number of Chairmen and Secretaries yet to be determined.
- d) Reading of the incoming correspondence.

- First Point. The General Situation of the Jews. Speaker Dr. M. Nordau.
- Second Point. The Foundation of the Zionist Programme. Speakers Dr. N. Birnbaum and Dr. D. Farbstein.

- Fourth Point. The Colonisation of Palestine. Speaker Dr. M. T. Schnirer.
- a) Purchase of land.
- b) Founding of new colonies.
- c) Training of colonists.
- d) Import and export.
- e) Cultural matters.
Third Day, 31st August, V. Sitting, beginning 9 o'clock in the morning. Agenda:

Third Day, VI. Sitting, beginning 3 o'clock in the afternoon. Agenda:
- Sixth Point. Determination of the place of the next Congress and installation of a Bureau.
- Seventh Point. Closing of the Congress, with a recapitulation of the resolutions.

From the World Travel Bureau of Th. Cook & Son (Vienna, I., Kärntnerſtraße 32) we have received the following communication:
"Having learned that the World Congress of Zionists will take place at Basle from the 29th to the 31st August of this year, we take the liberty of offering our services to the members travelling thither for the procuring of tickets. We are in a position to issue tour and return tickets, as well as circular tour tickets, from all the larger stations at home and abroad, and beg to state below in particular the fares for the journey Vienna-Basle and back.
The period of validity of these tickets is at least 45 days.
We shall be glad to answer any inquiries addressed to us respecting the fares.

We are informed that there is at Basle a good restaurant which stands under the supervision of the orthodox Rabbi Dr. Cohn.
Rules of Procedure:
§ 1. The Zionist Congress has for its purpose the furtherance of the interests of Zionism through a public and oral exchange of opinion.
§ 2. Any person may become a member of the Congress whose application, made by the 15th August, has been approved by the Preparatory Commission, and who formally declares his agreement with the general programme of Zionism (the creation of a home secured under public law for those Jews who cannot or will not assimilate themselves in their present places of residence).
§ 3. Besides members, other persons may also attend the Congress as listeners, provided that they have registered by the 25th August with the Bureau of the Congress at Basle. Admission to the gallery is permitted only upon presentation of tickets.
§ 4. The labours of the Congress consist in the deliberations upon those questions which have been placed upon the agenda by the Preparatory Commission. Subjects not upon the agenda cannot be drawn into the discussion.
§ 5. At the beginning of the first sitting the Preparatory Commission hands over the conduct of business to the Presidium to be elected by the Congress.
§ 6. The Chairman conducts the deliberations according to the generally recognised parliamentary principles.
§ 7. The reports shall not last longer than half an hour. In the discussion no single speaker may speak longer than ten minutes. The closure of the debate is carried upon motion by a majority of votes.
§ 8. The speakers may intervene at any time in the debate upon their report. In replying they are likewise held to the limit of ten minutes.
§ 9. The numbered seats are assigned to the members by the Congress Bureau in the order of application. The official delegates of the Zion Societies and Provincial Committees have reserved seats.
*) Third Class tickets entitle the holder in Austria only to the use of the ordinary passenger trains.
