The first zone alone will be able to employ close to one hundred percent skilled workers, whose primary or sole concern is to obtain the best possible wage conditions; the second type, the young settlement-economy, is in definite need of the volunteer-service. There was wisdom and justice in this, that every pioneer would start as a "volunteer," pay his dues as needed (presumably: more is attracted by lofty slogans than by a grush), and only afterwards would he become a professional worker with professional interests; and this entire domain of dividing the economic life between the two zones and allocating the types of workers between these two zones should properly be entrusted to a supreme national institution...

So it shall be, perhaps in the near future, and when that day comes, it will be necessary to thank the Life-Companies for this: it is they who reminded us all of the importance of the sacrifice of conquering the homeland, and it is they who showed us the way:
