Many Zionists very much agree with this plan: Even if it is impossible to get approval for Zionism from the Arabs of the Land of Israel, it should be obtained from the Arab world – Syria, Iraq, Hijaz and perhaps also Egypt, etc.! – Were this thing within the realm of possibility, even then it would not have been able to change the historical situation in the Land of Israel itself – the attitude of the Arabs of the Land of Israel towards us would have remained, even then, without any change. Before the unification in Italy /70 years ago/, the Italians in Trenta and Trieste, which remained in Austrian hands, knew, but the Italians in Trenta and Trieste not only did not give their consent, but they fought in their war against the Austrians. Even if it were possible /and I doubt it very much/ to prove to the Arabs of Baghdad and Mecca that the Land of Israel is for them a coastal zone devoid of any importance, even in this case, for the Arabs of the Land of Israel it will remain not a "coastal zone" but their homeland, their center, and the foundation of their national existence. That is to say – in the end we will be forced to conduct the settlement without the consent of the Arabs of the Land of Israel: just like now.
But an agreement with the Arabs from outside the Land of Israel is also nothing but a fantasy: in order for the Arab nationalists in Baghdad, Mecca, and Damascus to agree to pay us such a great price /to give up the handing over of the Arab land to a state located in the center of their future 'Federation'!/ – we would have to offer them some property of value, and for such property, there are only two forms: money, or political aid. – And we, as is known, can offer neither this nor that. Regarding money – it is ridiculous even to think that we could sacrifice sums for Mesopotamia, Hijaz, at a time when we do not have enough money for the Land of Israel itself. And even less can one speak of our political support for Arab nationalism. Iraqi nationalism is similar to what Italian nationalism was before 1870, or Polish nationalism before 1918: it recently desired state independence.

- 114 - הדברים, ולשנות טבע זה אי אפשר. ציונים רבים מסכימים מאד תכנית זו: אסי־אף אפשר לקבל הכשר על הציונות מטעס ערבי ארז ישראל, יש לקבלו מאת העולם הערבי – סוריה, עירק, חדי"ס ואולי גם מצרים וכו'! – לו דבר זה היה בגדר האפשרות, הרי גם אז לא היה יכול לשנות את המצב בארז היסטורי בארז ישראל עצמה – היחס של ערבי ארז ישראל אלינו היה גם אז נשאר ללא כל סנוי. לפני האחוז באוסטריה 70/ שנה לפני כן/ ידע היה לסלס בסרזסה וסטרים, שנשארו בידו האוסטרים, אולם האוסטרים בקדזסה וטריזטם לא רק מלא נתנו את הסכמם, אלא הסכימו במלחמתם נגד האוסטרים. אם אפילו אפשרי יהיה הדבר/כסה שאני ספקפק/להוכיח לערבי בנזדה ומיקה, שארז ישראל היא בשבילם איזור־החוף מחוסר כל חשיבות הרי גם במקרה זה נשאר בשביל ערבי ארז ישראל לא "איזור־החוף" אלא סולימם, מרכזם ויסוד-קיומם הלאומי. זאת אומרת – סוס אם נהיה נאלצים לנהל את ההתישבות בלי הסכמם של ערבי ארז ישראל: כעכסיו. אולם גם הסם עם הערבים שמחוץ לארז ישראל – איננו אלא פנטסיה: ככדז שתלאומנים הערבים כבגדד, מיקקה ודמשק יסכימו לשם לנו מחיר כה רב/ותר על מסירת הארז הערבי למדינה, השולכנת במרכז "הסדרציה" העתידה שלהם! – הרי בערבים אין להכניס להם גם כן איזה קנין בבל כרז, ולכקנין כזה רק שתי צורות: כסף, או סדרה מדינית. – או שננזס יחד, ואי־נו יכולין להציג לא זה ולא זה כמניע לבסף – הרי מנוח אפילו לחשוב שנרלס להקריב סכומים בבשל ארם נהרים, וזזללו, בשקה שאין לנו די כספים בשבל ארז ישראל. ועוד מחוז מזה אפשר לדבר על התיכוכחוז הסדרנית בלאמוזות הערביות, הלאומיות העירקיות מזה, למה שאמזה הלאמוזות היסלקיות לפני 1870 או, הפולניות לפני 1918 ?לאחרונה רלצמאוזת ממלכתית. זאת אומרת: לגרס את התקבוזת האנוזלות של הספעה האנג לים במצרזם וארם נהרים,
